Canadian Gov't Will Require License To Buy Mags And Gun Barrels
The laws for Canadian shooters just keep getting tighter and tighter. This summer, the RCMP is sending out a memo to licensed firearms owners and letting them know that as of September 1, a Possession and Acquisition Licence (PAL) is required to buy firearms barrels and handgun slides.

PAL required!
As we’ve told you before, Canadians must have their PAL paperwork in order if they want to purchase and/or possess a firearm or ammunition. The only exemption is for antique firearms owners; there are small (very small!) loopholes in the legal framework that allow unlicensed shooters to possess a very small range of pre-1899 handguns and long guns.
But before the changes in the Liberal government’s Bill C-21, the PAL requirement did not extend to gun parts. Under the new rules, which are being rolled out gradually, a PAL card is now required to purchase a firearm magazine (the kind that holds ammo, not the kind you read). That rule came into effect in 2023 (see the RCMP’s explanation here).
And now, you must also have a PAL to purchase a barrel for a firearm, or if you wish to import magazines or barrels into Canada as a private citizen. As per the latest update from the RCMP:
“Effective September 1, 2024, individuals will require a valid firearms licence to import firearm barrels and handgun slides, ammunition, and cartridge magazines.
“Also effective September 1, 2024, firearm barrels and handgun slides may only be transferred to an individual within Canada who holds a valid firearms licence. This requirement will apply to both businesses and individuals.
“The requirements for the import and transfer of parts apply to firearm barrels and handgun slides; they do not apply to other parts.”
So, the majority of that Brownells order doesn’t require a special license… for now.
