Clearly, the most tactical pants are... jeans.
The purpose of special operators running around in civilian clothing is kind of defeated by strapping on a $#1t ton of special operator gear over said civilian clothing.
It's like someone whined about wanting every day to be casual Friday and then forgot about the thirty pounds of people-killing gear they had to carry.
